As a result, UEA influence spread into Africa and Asia. Most colonial territories of the member countries of the UEA became UEA territory, although the original owner of said territory was still allowed to govern it. The Houses of Parliament in London became the headquarters of the fledgling UEA. To help increase the rate of reconstruction and economic recovery in the absence of American aid, Britain, France, Germany, and most of Western Europe banded together to form the United European Alliance, which was officially formed at the Unity Conference in London in 1954. During this time, the Allies had difficulty in reconstructing the shattered urban centres of Eastern Europe, but with help from the Soviets, by 1950 Europe finally seemed to be recovering. In Europe, the Allied governments had been able to convince Stalin to leave all of Germany in their hands, in exchange for land in the Mediterranean. President Roosevelt was forced to recall all American soldiers from Europe to restore order, and crime organizations were beginning to take over entire cities. Mass unemployment and bankruptcy was rife, and standards of living had plummeted dramatically. It had barely managed to defeat Japan by using the atomic bombs, and the war had reduced the once-strong American economy to shambles.
